COLORADO RlVER RECOVERY PROGRAM
FY 2002 ANNUAL PROJECT REPORT

RECOVERY PROGRAM
PROJECT NUMBER: C-5

I. Project Title: Fish Passage at the Price-Stubb Diversion Dam.

II. Principal Investigator(s):

Bob Norman
Bureau of Reclamation
2764 Compass Drive, Suite 106
Grand Junction, CO 81506
(970) 248-0634
FAX (970) 248-0601
morman@uc.usbr.gov

III. Project Summary: Provide fish passage at the Price-Stubb Diversion Dam

IV, Study Schedule: Project is scheduled to be constructed in FY 2005.

V. Relationship to RlPRAP:
COLORADO RlVER ACTION PLAN: MAIN STEM
II.B,2, Restore fish passage at Price Stubb
II.B.2,a, Evaluate and implement viable options,
II.B.2,a.( I) Obtain landowner consent/agreement.
II.B.2.a.(2) Site design/environmental compliance.
II.B.2.a.(3) Construct.

VI. Accomplishment of FY 02 Tasks and Deliverables:

Alternative designs for a rock-type fish passage were evaluated in Reclamation's
hydraulic lab in Denver. A hydraulic model to evaluate passage options was constructed and
tested in Reclamation's Denver Office, It does appear to be feasible to construct a passageway
similar to the GVIC fish passageway. Costs for this type of passageway appear to be
significantly higher than a conventional fish ladder. Landslide monitoring has also continued.

FERC Hydropower License -In 1990, the Federal Energy Regulatory Commission
(FERC) granted a license to develop a hydroelectric power generation project at the dam site (the
Jacobson Hydro No, I Project). The project was put on hold in 1994, and has not been
constructed, FERC amended the Jacobson Hydro No. I license in September 2001, The
amendment included the means to reimburse the licensee for the cost of the fish passage. The
maximum amount of the reimbursement was the anticipated cost of the least-cost passage
alternative. The license had several performance requirements which were not achieved,
Consequently, the license was temlinated by FERC on July 15,2002,

price-stubb passage C-5 page I
