A memorandum from the Bureau of Reclamation dated <br />April 30, 1986, indicated that these projects would not be implemented as <br />Federal projects in the configuration which was evaluated by the Service in <br />the biological opinions issued for these projects. On this basis, the <br />Service determined that the existing biological opinions for these projects <br />were no longer valid and, as a result, the depletions associated with these <br />projects were removed from the environmental baseline. <br />
