U.S. Department of Agriculture (USDA) <br /> <br />Like USBR the USDA currently has a variety of irrigation management programs not <br />necessarily related to nonpoint pollution or salinity. These programs provide a mix of <br />financial and technical assistance designed to encourage improved water efficiency and <br />better protect impacted environmental values. Surplus crop and soil bank programs 'cart <br />lead to the temporary or permanent retirement of marginally productive lands which may <br />result in saved or salvaged water based on historical practices. The potential for water <br />salvage under these agriculture programs exists statewide. <br /> <br />5. Federal Energy Regulatory Commission (FERC) <br /> <br />Under the Federal Power Act of 1920 FERC licenses are required to generate <br />hydroelectric power at most facilities in the U.S. These licenses must be periodically <br />reviewed and renewed. During the licensing process FERC is required to consider a variety <br />of environmental and hydrologic impacts caused by storage and diversion of water for <br />hydropower and to impose license terms that protect these values.
