<br />.-I <br />or::l" <br />ll":l <br />....j <br /> <br />CHAPTER IV <br /> <br />COMPREHENSIVE DEVELOPMENT <br /> <br />would be required for payment of the annual operation, maintenance, and <br />replacement costs allocated to power and the remaining $466,450 each year <br />would be available for amortization of power construction costs, With <br />these revenues a period of 60 years after the beginning of power produc- <br />tion would be required for p~ent of the power construction costs and in- <br />terest during construction with interest at 3 percent,l/ In order for re- <br />payment of the costs to be accomplished in 50 years as required by the Col- <br />orado River Storage Project Act, the capacity rate for the sale of proj- <br />ect power would have to be increased to $16.97 a kilowatt with the energy <br />rate maintained at 3 mills a kilowatt-hour. The power features of the Up- <br />per Gunnison project should be given further consideration, taking int.o <br />account then existing local conditions, in any feasibility studies which <br />may be programed for the Upper Gunnison Basin. <br /> <br />Fish and wildlife and recreation <br /> <br />Local, non-Federal agencies would pay operation, maintenance, and <br />replacement costs of specific recreational facilities which they operat- <br />ed. Other operating costs of fish and wildlife and recreational facili- <br />ties would be nonreimbursable. The construction costs and interest dur- <br />ing construction allocated to fish and wildlife and recreation would be <br />nonreimbursable under provisions of House Resolution 9032. <br /> <br />!I Power costs would be repaid with interest at the rate <br />for the year in which project construction was initiated.
