~
N
~
~

CHAPTER IV

COMPREHENSIVE DEVELOPMENT

Project Plan

Development under Plan A or the comprehensive development appears to
be about the largest project that could be considered for detailed inves-
tigations in the Upper Gunnison River Basin. It would be a multiplew
purpose project for irrigation, hydroelectric power, fish and wildlife,
and recreation. Irrigation would be provided for 45,570 acres of land,
including 26,560 acres of full service land and 19,010 acres of supple-
mental service land. About 60 percent of the full service land would be
integrated into existing farm units, and the rest would be developed into
new self-contained units. The project would provide 22,200 kilowatts of
installed hydroelectric capacity and an average annual generation of
76,236,000 kilowatt-hours of energy.

For convenience in the following discussions the plan for the com-
prehensive development has been divided into three divisions--the Taylor,
East River, and Gateview. The Taylor and East River divisions are closely
interrelated, but the Gateview is an independent segment of the project.
Project development could be undertaken in stages.

Project features are shown on the frontispiece map and indicated on
the profile on the following page,

Taylor division

The water supply for the Taylor division would consist of flows of
Taylor River, a small quantity of runoff of Ohio and Tomichi Creeks,
and project return flows. Regulation for some of the Taylor River flows
would be provided at the existing Taylor Park Reservoir of the Uncom-
pahgre project on the headwaters of Taylor River and at the potential
Alder Creek Reservoir on Alder Creek. Water diverted that is presently
a part of the Uncompahgre project supply would be fully replaced from
the Upper Gunnison project,

Water from Taylor Park Reservoir would be released through the Tay-
lor Park Powerplant that would be constructed as a project feature at the
toe of the dam. The water would return to the river through a small after-
bay reservoir. Approximately 12 miles below the powerplant water would be
diverted from the river to the potential Taylor Canal which would extend
to the Alder Creek Reservoir. Along the route of the Taylor Canal releases
would be made to the potential Baldwin and Gold Basin Canals. The Baldwin
Canal would extend northwest across Gunnison River and Ohio Creek to ter-
minate at Antelope Creek. A structure would be provided at the Ohio Creek

15
