This <br />is a tabulation of the number of times or number of days that this has happened. <br />~ler 4,000, - none; over 3,000, - ten times; over 2,000 a total of 219 times <br />and there has been none of that since November IS, 1965, And these are my <br /> <br />computations, they would be lower by the Mexican method of computing parts per <br /> <br />million. <br /> <br />Minute 2lB <br />Seeking a permanent solution, .Mexico and the United States entered <br /> <br />into an agreement whereby the United States constructed a 353-cfs concrete lined <br /> <br />channel, 12 miles long from a point in the Gila Valley to Morelos Dam. This <br />channel had a bifurcation feature (Figure 17) so that all or part of the channel <br />flow could be diverted into the Colorado. River at the Northern Boundary or the <br />flow could by-pass Morelos Dam (Figure 18). This channel, known as. MODE (Main <br />Outlet Drain Extension), and .rhe agreement or Minute, went in operation on <br /> <br /> <br />November IS, 1965 for a trial 5-year period. This ended in November 1970. Mexico <br /> <br /> <br />did not want negotiations going on during a presidential election year so the <br /> <br /> <br />Minute was extended for one year. Part of the operation of this Minute was a <br /> <br />program of selective pumping whereby the better wells were pumped from February <br />11 to September 30, when Mexico requiremerits were such that there was sufficient <br /> <br />Colorado River water to dilute the drainage water and worse quality wells were <br /> <br />pumped October 1 to February 10 when the drainage effluent could be by-passed. <br />Drainage, Mexicali Valley <br />I will freely admit that lighter soils can use a higher saline water <br />because the soils drain themselves. That is probably the reason that the San <br />Luis Valley can use the effluent of the Yuma Valley Hain Drain at 1700 ppm. <br />I think it has been proven. here that very little water of over 3,000 <br />ppm has been delivered to Mexico and that this water delivered has not caused <br /> <br />-9- <br />
