Subsequent-
ly, the relative impact on the environment of the various proposed plans for
energy-resource development will be evaluated. Emphasis in Phase I is being
plc:lf.:.~J 01" d(ldly~i~ ur exj~i:ing data in order to determi"ne the kinds, amounts,
and spatial and temporal coverages of additional data needed to effectively
conduct the assessment phase. (Phase II) of the project.

In Phase I, a preliminary appraisal of the proposed alternative energy-
development plans will be made to determine which proposed alternatives are.
most likely to be considered or implemented in the Yampa River basin. An
appraisal needs to be made of both the primary effects, such as direct poten-
tial water demand (both quantity and quality), and secondary effects, such as
the socioeconomic factors associated. with each of the proposed alternative
plans for energy-resource development. Appraisal of the primary effects of .
each alternative plan will be made in Phase II. Much of the physical information will be drawn
from an earl ier inventory summary publ ished by the Colorado Water Conservation
Board and U.S. Department of Agriculture (1969). Factors to be included in
this work activity include hydrology, climate, topography and vegetation, ge-
ology and soils, land-use practices, surface-land ownership, mineral-righ.ts
ownership, water-rights ownership, and an overview of compact requirements and
institutional constraints on vlater resources.

4

i
