Stone, Director of the Colorado Conservation Board, was <br />called upon by the <\hairman, to make the opening remarks and give an explanation of <br />the purpose of the meeting. <br /> <br />JUDGE STONE: . This meeting in Pueblo'is the fourth in a series of five being <br />held throughout the State of Colorado,to present to the water users of the state, <br />the Bureau ofHeclani~tion proposed plan known as "Upper Colorado HiveI' Basin Stor"" <br />age Projects and Par~icipating Projects". During this week this plan has been <br />presented in publiC ~eetings in Craig, Grand Junction, and Durango. On next Monday, <br />. the lf1.st in series of meetings will be held in Denver. . <br /> <br />The purpose of these meetings is to present this proposed plan to the people <br />of Colorado and in tprn obtain their views and comments in order that the Colorado <br />Water Conservation Bpard might be able to summarize these views and make recommenda- <br />tions to the Departm~nt of Interior concerning the proposed plan. <br /> <br />. <br /> <br />When the Upper Colorado River Compact became law, the door was opened to <br />allow such a plan asithis to be drawn, starting us on the road to development of <br />the Upper Basin Stat~s through making maximum use of the waters allotted to the <br />States under tl:l~Comtact. As you all know, the Colorado River Compact of 1922 <br />allotted to the Upper Basin States annually 7,500,000 acre-feet of Colorado River <br />water. In turn the Wpper Basin Compact divided those waters among the five Upper <br />Basin States concern~d. As you know Colorado's share of that 7,500,000 acre-feet <br />is 51.75 per cent oroapproximately ),855,000 acre-feet per year, Thif! "Upper <br />Colorado River BasiniStorage Projects and Participating Projects" plan has been <br />compiled under the ~rection of E. O. Larson, Director of Region 4 Office of the <br />Bureau of Reclaniatio~, with offices in Salt Lake City, Utah. Mr. Larson and his <br />staff prepared the r~port in an expeditious manner and made it available to the <br />people of the states,concerned last March. A very limited distribution of this re- <br />port was made becaust it was published as a preliminary draft. This draft has been <br />distributed to acqua$nt the people of the state with the proposed plan in order <br />that they might be i~ a position to assist the Colorado Water Conservation Board in <br />making comment. I mtght add, that distribution oft~is report in its preliminary <br />draft form is an unu~ual procedure and that we can COnsider it a favor by the <br />Bureau of Reclaniatio~ to the people of COlorado, We have. been asked to review the <br />report and submit out! comments to Mr. Larson in order that he might take our com- <br />ments into considera~ion when he prepares the final report which will go to the <br />Secretary of Interior. <br /> <br />. <br />% <br />i <br />
