Judge Stone then introduced most of the persons <br />present at the meeting and asked those he had not previously mentioned to introduce <br />'~hemselves. He stated that he had invited representatives from New Mexico to attend <br />the meeting since the State Line was more or less fictitious as far as water was <br />concerned since the ~pper Colorado River Compact was signed. Be explained that <br />the Colorado River S~orage Project Interim neport, prepared by Region 4 of the <br />Bureau of Reclamation, had been submitted to the State of Colorado for comments. <br />Before making comments on the report to the Bureau of Reclamation, the COlorado <br />Water Conservation Bdard had called for five meetings throughout the State, at <br />Craig, Grand Junction, Durango, Pueblo and Denver, to discuss the report with <br />local interests, and to obtain their views, comments and desires on the project. <br />The meetings at Craig and Grand Junction had already been held, and the meetings <br />at Pueblo and Denver 'Would be held within the next few days. After all the meetings <br />have been concluded the Colorado Water Conservation Board will submit conunenlls tG <br />the Bureau of Reclamation, and later will confer on the report with the other <br />interested states. J~dge Stone reviewed the steps necessary before the report <br />could be authorized by Congress. He then called on Regional Director, E. O. Larson, <br />to expla~n the operation of the Colorado River storage Project and participating <br />projects as setup in,the Bureau of Reclamation interim report. <br /> <br />Mr. Larson explained the project as at the preceding meetings, emphasizing the <br />four major problems on the Colorado River. The first problem, the division of the <br />waters ot the Colorad~ River between the Upper and Lower Basin States, had been <br />solved by the Colorad~ River Compact of 1923. The second problem, or the division <br />of the Upper Basin Sta,tes share of water, has been solved by the Upper Colorado <br />River Basin Compact of 19h8. The third problem is the repayment of the construction <br />cost of irrigation prQjects beyond the ability of the water users to repay. The <br />fourth problem is the'locations where we can best use the 7,500,000 acre-feet of <br />water allocated ,to th~ Upper Basin States.
