S. Bureau of Re- <br />clamation begins c~tting the pattern for utilization of the Upper Basin allo- <br />cation. The Polora!:lo Vlater Conservation Board will make fonnal comments on the <br />, , <br />report and the purppse of the meetings is to obtain the views, criticisms and <br />comments of tj1.e people of the state. Larson to explain the <br />report to the;meeti~g. <br /> <br />Mr. Larson exPlained the interim report, and mentioned the power market <br />study which ihdicatld that the power revenues were sufficient to build nine main <br />stem reservoirs, with surplus revenues to constitute a development fund to assist <br />in development. of p4rticipating irrigation projects. He named the projects on <br />which the Bureau of1Reclarnation had completed detailed reports. <br />. i <br />Mr. Smith sai<t his impression from the report was that Echo Park was <br />planned to be iconst#ucted as the first unit and Glen Canyon as the second. He <br />did not beliete thi~ procedure to be best for this area. . <br /> <br />Mr. Lar~on exilained that at the time the report was made the Echo Park <br />unit was the qnly orje on which sufficient exploration had been made so that it <br />could be reco$nendeq for immediate construction. Since that time, considerable <br />information had bee~ obtained on other units and no team of units has been de- <br />finitely seleoted a~ the first to be constructed. The Bureau of Reclamation <br />power market study l1as shovm that all. the power developed could be utilized in <br />2, to 30 years. . <br /> <br />Mr. Smith ask~d if all the reservoirs would be built from power revenues. <br /> <br />Mr. Larspn an~lered that all would be built froin power revenues although <br />costs ma1 be al~ocated to irrigation and regulation. <br /> <br />some <br /> <br />Mr. Smith then,~ inquired whether there had been aQy consideration of the re- <br />port of the Sibtheti~ Fuels Division, in which it was stated that power production <br />would be a by-product of the treatment of oil shale, and that five times the <br />amount of electrical': energy developed at Hoover Dam would be produced during such <br />treatment. <br /> <br />Mr. Ti tQn sai~ that the amount of power production so mentioned represented <br />the fixe .
