<br />,- <br /> <br />1101926 <br /> <br />. <br /> <br />CI~PTER II - SUMMARY OF 1963 OPERATIONS <br /> <br />PRECIPITATION <br /> <br />The precipitation at the end of July was 79% of normal but due to <br />late storms the average annual precipitation was near normal at all <br />of the reservoirs. These data are shown on table 4. <br /> <br />RESERVOIR Im'LOW <br /> <br />The inflows varied from 53% of most probable at Kirwin Reservoir <br />to 133% at Lovewell. Table 2 shows the 1963 inflows compared to <br />the historical averages and the forecasts for 1964. Exhibits 21 <br />through 31 graphically present the 1963 inflow as compared to <br />historical inflows for the period of record. <br /> <br />The method of forecasting "Reasonable Minimum", "Most Probable" and <br />"Reasonable Maximum" sre described in the synopsis. <br /> <br />RESERVOIR OPERATIONS <br /> <br />All of the reservoirs except Cedar Bluff, Enders and Hugh Butler <br />spilled during 1963. The operations were all within the scope of the <br />plan of operation except Harlan County Reservoir and Lovewell Reservoir, <br />as explained on Page 7. There were no irrigation shortages experienced <br />in 1963. Table 3 shows the 1963 reservoir contents by months. The <br />operation hydrographs are plotted on Exhibits 1 through 11. <br /> <br />No major flooding was experienced below the reservoirs considered in <br />this report during 1963. <br /> <br />The detsils of operation for each reservoir are described in the <br />following paragraphs: <br /> <br />Bonny Reservoir <br /> <br />In cooperation with the Colorado Department of Parks, Fish and Game, <br />the spring operation to lower the pool level to elevation 3670.0 feet <br />was made in May. Natural flow bypasses as required for irrigation were <br />made to Hale Ditch from April 28 to September 9. Only 70 acre-feet of <br />atorage was sold under Warran Act Contracts as a supplemental water <br />supply for 590 acres served by Hale Ditch. The minimum pool level of <br />elevation 3668.6 (34,760 acre-feet) was reached on August 3, 1963. This <br />is 3.4 feet below the top of the conservation pool. As a result of the <br />storage accumulated from September runoff releases were made in the fall <br />to lower the pool level to elevation 3669.0. The spring and fall draw- <br />down operations were made to avoid undesirable winter releases. <br /> <br />. <br /> <br />5 <br />
