<br />All sma~l tributaries should have natural perennial flows during normal
<br />years. The study team interprets the Act to imply that a river must
<br />have water because of its definition in Section IS(a) by stating, "'River'
<br />means a flowing body of water. " The Act further uses the term
<br />"free-flowing" in Section 1 (b), Section 2 (b), and Section IS (b) .

<br />The Federal guidelines state that, "The river or river unit must be long
<br />enough to provide a meaningful experience.. Generally, any unit included
<br />in the system should be at least ~ mil.es .long.".
<br />
<br />Supplemental guidelines for the Piedra are that each small tributary
<br />that qualifies as a worthy addition should be part of a higher order
<br />that qualifies.
<br />
<br />.The Federal guidelines state that, "There should be .sufficient volume of
<br />water during normal years to permit, during the recreation season, full
<br />enjoyment of water-related outdoor recreation activities generally
<br />associated with comparabls rivers.".
<br />
<br />"suPPlemental guideline for the Piedra study is that there should be
<br />sufficient volume of water during normal years to maintain an aquatic
<br />ecosystem within the shorelines which provide for full enjoyment of
<br />water related outdoor recreation activities generally associated with
<br />small streams. Although the Act does not define minimum flow, the
<br />study team will accept the minimum flows defined by the State of Colorado
<br />in defining minimum flow for recreation and aesthetics.

<br />Outstanding Remarkable Scenic Values
<br />
<br />These values are associated with the content of what the viewer sees and
<br />the capability of the area to be seen.
<br />
<br />Slopes which are dissected, uneven, sharp e~osed ridges or large domi-
<br />nant features that provide opportunity to view as opposed to situations
<br />that have no prominent features and no or low visibility.
<br />
<br />Rock or cliff forms with features standing out on land form as opposed
<br />to features that are not visible.
<br />
<br />vegetation providing. a variety of patterns, contrast in color, texture,
<br />and shape as opposed to continuous vegetative cover with little or no
<br />change.
<br />
<br />Water forms that provide changing character including falls, pools,
<br />riffles, rapids, and meanders as opposed to streams that have little
<br />diversity.
<br />
<br />The ability to see wildlife in its natural habitat.
