William McDonald. Director
Colorado Water Conservation Board
1313 Sherman Street
Denver, Colorado 80203

Dear Mr. McDonald:

Enclosed for your information is the Hydrologic Oetermination for water
availability from Navajo Reservoir and the Upper Colorado River Basin for
use in New Mexico signed by Robert N. Broadbent, Assistant Secretary -
Water and Science, Oepartment of the Interior, on January 29, 1985. The
Act of June 13, 1962 (Public Law 87-483) requires such a determination be
made by the Secretary of the Interior before he enters into long term
contracts for water delivery from Navajo Reservoir. The determination has
been forwarded to the Congress for a required 60-day review period.

This determination allows depletions in New Mexico from long term contracts
for water delivery from Navajo Reservoir to rise to 69,000 acre-feet
annually until the year 2040. This office will be consulting with the New
Mexico State Engineer's Office in allocating this water to prospective
contractors through the amendment of existing contracts and/or the issuance
of new contracts.

We appreciate your comments on the hydrologic determination during the past
year and we have enclosed a Summary of Comments document profiling public
comments received on the determination.

Sincerely yours,

Enclosures
