<br /> <br />Salinity Plans and Contracts: <br /> <br />Salinity plans will be pl'e\'sred before approval for <br />funding. The Conservation Service (SCS) will assist the <br />landowner in preparing a plan. ses is currently working on <br />plans for interested individusls and groups strictly by <br />request, using the priority system. A time schedule for <br />installation of salinity control practices is part of this plan <br />development process. A completed salinity plan would <br />contain virtually all of the features in a contract with the <br />exception of signatures. <br />When money for funding is available, the individual or <br />group will need to fill out an application with - the <br />Agricultural Stabilization and Conservation Service <br />(ASeS) to participate in the salinity program. The plan <br />must be approved and signed by the participant, SCS, and <br />the Soil Conservation District (SCD). the ASCS County <br />Committee then approves the plan for funding and it <br />becomes a contract. <br /> <br />Until the plan is converted to a contract with all the <br />required signatures, the individual or group is not obligated <br />to 'install any of the planned practices. Any work <br />commenced prior to final approval of the contract is not <br />eligible.for cost 8har~ under salinity program. <br /> <br />Monitoring and Evaluation: <br /> <br />A monitoring and evaluation team Will assess the <br />reduction in the salt load. in McElmo Creek as aresultofthe <br />USDA program. This will be primarily based on intensive <br />monitoring of 8 selected sample fields. <br />The team will also monitor impacts throughout the <br />entire salinity project on wetlands "and wildlife' values, <br />inCluding voluntary replacement efforts by landowners. <br />Wildlife habitat quality will be fuonitored in more detail on <br />45 seleeled sites throughout the project. The fina1 <br />responsibility of the monitoring team will be to assess local <br />economic aspects of project implementation. <br /> <br /> <br />Entities Involv~: <br /> <br />Local Salinity Coordinating Committee (LSCC): <br />Composed of representatives from the entities listed below, <br />its primary purpose is to coordinate all sslinity activities. <br />Soil Conservation Service (SCS) and Dolores Soil <br />Conservation District (SCD): Responsible for technical <br />assistance in planning"" and application for the on-farm <br />portion of the project. <br />Bureau of Reclamation (USBR): Responsible for <br />reducing seepage through the installation of an improved <br />off-farm delivery system. <br />Agricultural Stabilization and Conservation Service" <br />(ASCS) and ASCS County Committes (COC): Responsible <br />for administering cost-share funding and contracts. <br />Colorado State University Cooperative Extension <br />Service (ES); Provides information and education through <br />meetings, newsletters, slide shows, and demonstration <br />plots. <br />Montezuma Valley Irrigation (MVI) Company and <br />Dolores Water Conservancy District (DWCD): In charge of <br />administration of the off.farm delivery system. <br />Colorado Division of Wildlife (DOW), United States <br />Fish and Wildlife Service (USFW), and Environmental <br />Protection Agency (EPA): Consultation on wetlands, <br />wildlife, habitat development, and environmental <br />concerns. <br /> <br /> <br />For further information contact ASCS or SCS at 925 <br />South Broadway, Cortez, or CSU Cooperative Extension at <br />the Montezuma County Courthouse. <br />All USDA and Cooperative Extension programs and <br />services are available without regard to race, color, national <br />origin religion, sex, age, marital status, or handicap. <br />
