Kansas' <br />'David Pope'; Wille, Steve; 'Don Higbee, Lower Arkansas Water Management Association' <br />Delivery of Storage Charge to Offset Account <br /> <br />March 29, 2002 <br /> <br />Mark Rude <br />Kansas Department of Agriculture (By FAX and E-Mail) <br /> <br />Dear Mark, <br /> <br />The purpose of this letter is to provide you with initial information of a transfer of water to the Offset Account <br />in John Martin Reservoir, The Lower Arkansas Water Management Association (LA WMA) has initiated actions <br />to transfer 500 acre-feet of fully consumable water to the Offset Account for the purpose of satisfYing the <br />Storage Charge prerequisite for using the Offset Account as provided for in paragraph 9 of the Resolution <br />Concerning an Offset Account in John Martin Reservoir for Colorado Pumping As Amended March 30, <br />1998 ("Resolution"). The transfer will be made at 2400 hrs, March 31,2002. 844.1 acre-feet of water will be <br />transferred from LA WMA's XY-Graham Article II account. Using the procedures described in the December <br />18,2000 letter from Hal Simpson to David Pope, SUBJECT: April 13, 2000 Notice of Transfer to the Offset <br />Account in John Martin Reservoir, the following distribution of the 844.1 acre-feet will be made in the Offset <br />Account. <br /> <br />Kansas Storage Charge Subaccount <br />Return Flow Subaccount <br />Return Flow Transit Loss Subaccount <br /> <br />500.00 acre-feet, <br />259.70 acre-feet <br />84.40 acre-feet <br /> <br />I will provide' you with a formal notification, which will have all of the details concerning the size and timing of <br />the transfer into the Offset Account and the options for the disposition of the return flows, as described in the <br />above referenced letter from Hal Simpson, after the transfer takes place. <br /> <br />If you have any questions in the meantime, please call me. <br /> <br />Sincerely, <br /> <br />Bill W.
