The act of May 28, 1963 (Public Law 88-29; 77 Stat. 49), referred
to as the Bureau's Organic Act, and the Federal Wacer Project
Recreation Act of July 9, 1965 (Public Law 89-72; 79 Stat. 213),
are the basic authorities for the Service's' water reso~rces program.
These laws authorize the performance of certain functions, some
of which are mandatory, as well as sanction functions which the
Service can elect to undertake.
