<br />Missouri River Basin (Montana, Wyoming, North Dakota, South Dakota)
<br />and Upper Colorado River Basin (Wyoming, Colorado, Utah, New Mexico).

<br />A. Total Project
<br />With increasing demand for both energy and water, a farsighted
<br />evaluation of how water resources in the west should be
<br />apportioned to satisfy all present and future needs is critical.
<br />Section l3(a) of the Federal Nonnuclear Energy Research and
<br />Development Act of 1974 (42 USC 5912, 9(e)), as amended, gives
<br />authority to the Water Resources Council to enter into agreement
<br />with the States in the preparation and completion of assessments
<br />of the impacts of the potential commitment of water to develop-
<br />ment of emerging coal and oil shale technologies.

<br />.Tite'lI~ri.tage Conservation and Recreation Service, in cooperation
<br />lifth the IIlstream Flow Group (Western Energy and Land Use'Team)
<br />and the identified States, will assist the Water Resources
<br />,Council in evaluating recreation potential with respect to
<br />f~oW on various river segments within the study area. The
<br />Se-rv'ice w'il1 also coordinate with Stat.e recreation agencies
<br />in developing recreation management obj'ectives to assure that
<br />river recreation resources are fully considered in any future
<br />energy resources development plans.

<br />
<br />A. Total Project
<br />The Water Resources Council, in cooperation with the affected
<br />States and with assistance from various Federal agencies, will
<br />perform regional level water ass~ssments of development of
<br />emerging coal and oil shale technologies in the Missouri and
<br />Upper Colorado River Basins.
<br />
