"

Metropolitan Water Supply Investigation Proposal
Hydrosphere, Inc,

Septmber 17, 1993
Page 49

supply contracts relying on base agricultural water supply within the Nonhern District in
conjunction with use of the CBT system to wheel water into Denver metro area. (Note that any
of these options may require examination of the role of additional storage requirements in the
Nonhern System.)

Data would be collected as needed in the following areas: CBTlWindy Gap project
facilities, operations and share ownerships, Project and base supply water rights, East and
West Slope hydrology, United States and Nonhern District project-related policies, and
Nonhern agricultural and M&I water use.

Most of these data are available from the Northern District and from previous studies
conducted by Hydrosphere and others with the exception with the exception of a full inventory
of base supply agricultural systems. We would recommend the selection of a representative
system or systems to explore the interruptible base supply option, and the associated issues and
concerns, instead of developing complete data on base supply. Extensive data is also available
from the Thornton/Nonhern litigation.

Hydrosphere would develop Nonhern opportunity scenarios with the assistance of the
Nonhern District, the TSC, and the OSE and the Project Management Team.

linkages With Other Tasks

This task is part of the Project's Information Development focus area and would
complement and be coordinated with Task 4 (Inventory) and the Barr Lake Special studies to
insure complete coverage of topic areas and efficient use of meetings.

The Information Development focus area would build upon the results of Scoping and
would precede the Model Development and Opportunities Evaluation focus areas.

The results of this task would be used in the Opportunities Evaluation phase to model
the yield of various Nonhern scenarios alone and in combination with other studied
opportunities.

Likely Sources of Information To Be Used

Data may be obtained from the Northern District, the Bureau of Reclamation, OSE,
USGS, Nonhern agricultural ditch companies, the City of Thornton and previous studies.
Hydrosphere's previously developed CBTlWindy Gap operations model would also be
available.

Anticipated Problems

Deliverables

Hydrosphere would work with the Northern District and other key interests to prepare a
technical memorandum report on Nonhern water supply opportunities. This report would
summarize the results of discussions with the interests listed above, the opportunities specified
and the issues and concerns associated with each of those opportunities.
