EHERSOIr; In some of my letters to you I discussed <br /> <br />the difficulty as to working out an allocation in practice. <br /> <br />To my mind and from my experience in administering water <br /> <br />supplies, it seems to me that a plan could be worked out that <br /> <br />would be fairly simple and entirely practical. <br /> <br />. <br /> <br />MR. NORVIEL: I think that is the exact tenure of our <br /> <br />compact. We have adopted the most simple, practical, feasible <br /> <br />. <br /> <br />proposition that has been proposed. <br /> <br />~ffi. E~~RSON: That is in your own estimation. <br /> <br />MR. NORVIEL: And as to the division of the basin into <br /> <br />two division, it isn't, as I conceive it, what we were <br /> <br />appointed for.
