<br />--.. <br /> <br />rights to the use of .waterfrom, or of the Colorado River <br />System betwoen and among the Basin .States, the Colorado <br />River System is divided geographically into Upper Portion and <br />Lmo/er Portion at a point on :t!1e..main Colorado River, near or <br />at lee's Ferry in the Stato of A r:l.zona and near the south <br />boundary of tho State of Utah and more particularly described <br />as follows: <br /> <br />. <br /> <br />ARTICLE 1V, <br /> <br />"Uppor Portion shall include tho main Colorado River with <br />all water tributary thereto, above the point described in <br />Article 111, <br /> <br />"Lower Portion shall include the main Colerado River with <br />all water tributary thereto, below the point described in <br />Article 111, <br /> <br />ARTICLE V. <br /> <br />"In partitioning and apportioning the wators of the <br />Colorado River System betwoen the Uppor Basin and the Lower <br />Basin, the unit of measurement used in such partitioning shall <br />be the acre foot. <br /> <br />" <br /> <br />~RTICIE Vl. <br />"Subj ect to the provisions of Article 11 hereof, and <br />as between and among the Basin Statos, rights to the use <br />and control of water of or from the Colorado River System, <br />shall take priority of right from the date of appropriation <br />provided that: <br /> <br />. <br /> <br />"1. The total and aggregate of all priorities of rights <br />running to the Lower Basinfrom, er at the point described in <br />Article 111 hereof, shall never be in excess of 6,000,000 <br />acre feet por annum, <br /> <br />"2, The Upper Basin shall be permitted unrestricted use <br />within its boundaries of tributaries arising within its terri- <br />tory and flowing into the Lower Basin, <br /> <br />. <br /> <br />"3. Roserve storage shall be provided in .an amount of <br />not less than 6,000,000 acre feet at a location on the Colo- <br />rado River lying abovo the point doscribed in Article 111, to <br />protect the Upper Basin against periodical dry years and <br />annual waste to the gulf of California through and past the <br />Lower Basin, <br /> <br />. <br /> <br />fl4. <br />the limit <br />States. <br /> <br />Beneficial use shall be the basis, the measure and <br />of all rights to the use of water in the Basin <br /> <br />~ <br /> <br />llth_S,F. <br />27 <br /> <br />35 <br />
