ARTICLE X,

"This compact or agroomont shaH becollio 'operative .
Hhenratified and approved by the legislatures of each of the
signaturyStates and by tho Congress :of the United States, and
notice of tho ratification and approval b;y the legielature of
each State shall be given by the Govornor of such 'state to the
Govornors of the remaining States and to the President of the
United States, and neticeof theapproyal by the Congress of
the United states shall be given by the President of the United
states tethe Governors of all the signatory states, as soon as
may be convenient after said respective ratifications, and
upon such ratification and approval this Convention shall be-
come opera.tive and in full force and effect as of the date
of the approval thereof by the Congress of the United states.
