<br />Colorado River and its tributaries arid all lands now and. here-
<br />after watered from said stream, within the United States of
<br />AmeriGa, for the purposes of the equitable apportionment and
<br />distribution of the uses and benefits of the ~Iaters of said
<br />river, shall hereafter be considered to consist of two divisions
<br />~Ihich are. hereby designated as 'l;he Upper Division and the LO~Ter
<br />Diviliion respectively. .. ,

<br />map of the: State of Arizona published by the Department of the

<br />and drawn by Daniel O'Hare, .1s hereby designated as the point
<br />of demarcation between the two d1vi:sions of' sa.idstreams, and
<br />said orossillg. and point of de marc at, ion shall .be indicated and
<br />de signa ted in this oompact by the use of the '~Tords' Lee's

<br />territory of the States of Arizona, Colorado, New Mexico, Utah,
<br />and Wyoming within and from which waters naturally drain and
<br />flow into the Colorado River .and i~s tributaries above Lee's
