<br />, '~,JIII'::':{ 2Jl <br /> <br />", <br /> <br />The CWCB is in the process of selecting a consulting finn or team to perfonn this study. <br />This is a reconnisance level study aimed at identifing the best location for a small off <br />channel reservoir downstream of Balzac, Colorado. A selection panel held oral <br />interviews on October 26,2000. The consultants interviewed were: <br />. Sear Brown\Ron Thaemert\Smith Geotech <br />. JR Engineering and Jehn Water Consultants <br />. GEI\Helton & Williamsen (GEl replaced Helton & Williamsen with Brown and <br />Caldwell (Leo Eisel) after the CWCB suggested to GEl that Helton & Williamsen <br />may have a potential conflict of interest. CWCB did not specifically state that they <br />did, but simply explained the situation to GEl). <br /> <br />Presently, the selection panel is split between the Sear Brown team and the GEI\B&C <br />team. <br /> <br />Request for Legal Assistance <br /> <br />The CWCB staff would like guidance on the potential conflicts identified in the questions <br />at the beginning for both Helton and Williamsen and Brown and CaldwelL Specifically, <br />with regard to the attached letter we received from Helton & Williamsen on October 30th. <br /> <br />Cc: <br />Greg Walcher <br />Dan McAuliffe <br />Hal Simpson <br />Rick Brown <br />Bill Green <br />Ray Bennett <br />Ray Alvarado <br />Andy Moore <br />
