Does the consulting firm of Helton & Williamsen, P.c. have a potential conflict of <br />interest in working on either the South Platte Decision Support System or the South <br />Platte Reservoir Study? If so, should they be replaced on the South Platte Decision <br />Support System Feasibility Study team and the South Platte Reservoir Study? <br />2. Does the consulting firm of Brown and Caldwell have a potential conflict of interest <br />in working on anyone of the three studies? If so, should they be replaced? <br /> <br />BACKGROUND <br /> <br />Analvsis of Colorado-Big Thompson Proiect Operation with Respect to East Slope <br />Diversions and Non-Charge Deliveries <br /> <br />This study was prepared by the consulting film of Helton & Williamsen, P.c. for the <br />Colorado River Water Conservation District. It was officially released on October 6, <br />2000 with transmittal letters from the Colorado River Water Conservation District to the <br />U.S. Bureau of Reclamation and the Colorado State Engineer. These letters requested a <br />review of Colorado-Big Thompson Project (C-BT) operations with respect to the "C-BT <br />non-charge program" and C-BT's apparent failure to fully utilize its South Platte basin <br />water rights prior to relying on transmountain diversions from the Colorado River. The <br />Colorado River Water Conservation District relied on the Helton & Williamsen report in <br />concluding that the C-BT could fulfill all its contract delivery requirements and still <br />reduce historical transmountain diversions from the Colorado River by 40,000 to 50,000 <br />
