Statement of Qualifications for the Reconnaissance Level Study
for the South Platte Water Management and Storage Sites

Dear Mr. Brown:

It has come to GEl's attention that you believe Helton & Williamsen, P.C. (H&W), our
subconsultant for the above referenced submittal, may have a potential conflict related to the
subject Reconnaissance Level Study.

H&W was included on the GEl team based on their knowledge of water supply and storable flow
issues in the Basin. Based on a recent conversation with Tom Williamsen ofH&W, H&W has
agreed to withdraw as a subconsultant to GEl on the subject study.

Our understanding of the work scope is that it involves evaluating the technical and cost Viability;
of structural water management measures, primarily surface water reservoirs. We understand that I'
issues related to water rights and water rights filings arc not part of the work scope and that the / fi/IJ'J; qlJ,t8
SPLRA and T AC will provide extensive input on water availability for diversion and storage. aco~",.J.e/

GEl can successfully complete the Reconnaissance Level Study. We arc confident that our firm
can handle all aspects of the scope of work required and we ask that, as you deliberate on
selecting a consultant, you consider GEl's qualifications and experience in that respect.

Sincerely,

GEl CONSULTANTS, INC.

~

Richard A.
