Draft regulations with commentary are included. Sub-, <br />division regulations which control the division of large parcels <br />into smaller ones can play important roles in reducing flood <br /> <br />losses. These controls can require developers .to overcome flood hazards <br />which affect subdivided lands and to provide drainage facilities, <br />roads, and other services which are protected against flood <br />damages.
