While <br />definitions of master plan differ, a.leading zoning text has <br /> <br />noted that "a master or comprehensive plan commonly consists <br />of a: verbal and graphic statement of (1) the physical 'and human <br />resources of the community, (2) the goals sought by the com- <br />munity, (3) plans for the mohilization of the resources to <br />achieve the goals, and (4) means for implementing the plans."G7 <br />Some subdivision ordinances require that plats be in compliance <br />with master p1ans.68 Since the scope of master plans is broad <br />and diverSified, this requirement may place multiple detailed <br />requirements upon plat approval.
