Pertaining to' FloOd or Drainage <br />Essential provisions pertaining to flood'hazards typically <br /> <br />contained in comprehensive ordinances inclUde the following <br />which pertain to subdivision purposes, definition of hazard <br />areas, and standards for building sites and facilities in <br /> <br />flood hazard areas: <br /> <br />242 .10 Purposes <br /> <br /> <br />Comprehensive ordinances typically include protection <br /> <br /> <br />against flood or drainage problems as one of many subdivision <br /> <br />control objectives. For example a Fairfax, Virginia, ordi- <br /> <br />nance provides: <br /> <br />ARTICLE ONE. PURPOSE <br /> <br />The ~lJr"f..'\c~e of this ordir~ance 1 to. be l\Tto~(Tr: ;l~ ,,:"~.':.~ <br />Subdivision Ordinance, is to provide for (1) the <br />harmonious development of the City; (2) coordina- <br />tion of roads "d. thin the subdivisions with other <br />existing, p1anneq, or platted roads or with other <br />features of the City or 'vi th any road plan adopted <br />or approved by the Commission as part of the <br />Commission's general plan;. (3) adequate open spaces <br />for traffic, recreation, light and air, by dedica- <br />tion, or othenvise; (4) reservation of lands for. <br />schools and other public buildings and for parks, <br />playgrounds, and other public purposes; (5) the <br />conservation of or production of adequatetrans~ <br />portation, water, drainage, and sanitary facili- <br />ties; (6) the preservation of the location of and <br />the volume and flow of water in and other charac- <br />teristics of natural streams and other waterways; <br />(7) the avoidance of popUlation congestion; <br />(B) the avoidance of such scattered or premature <br />subdivision of land as would involve danger or <br />injury to health, safety, or welfare by reason of <br />the lack o~ water supply, drainage, transporta- <br />tion or other public servi~es or necessitate an <br />excessive expenditure of public funds for the sup- <br />ply of such services; (9) conformity of resub- <br />divided lots to the character of lots within the <br />existing subdivision with respect to.. area, fron- <br />tage, and alignment to existing lots and streets; <br />(lO) control of . subdivision or building (except <br />for agricultural or recreational purposes) in <br />flood plain areas of streams and drainage courses, <br />
