FOREWORD

This review draft is the result of follow up studies to an earlier report

distributed in draft form for review and comment earty last veal'. The

studies on which both reports are based w,," e unaertaken by the University

of Wisconsin's Center fof- Resource Policy Studies, School of Natural

Resources, College of Agricultural and Life Sciences, in joint cooperation

with the Water Resources Council, the Corps of Engineers, of the Department

of Army, the Soil Conservation Service of the Department of Agriculture,

the Department of Housing and Urban Development,the United States Geological

Survey of the Department of the Interior and the Tennessee Valley Authority.

The earlier report, which explores selected issues in regulation of

private and public land uses as a tool of flood plain management, focussed

primarily on basic-regulatory issues and riverine flood problems. It was

revised as a r",sult of the review process and is expected to be available in

(divided into Parts I through IV) of what will be a two Volume report.

This review draft, which will become Volume Two of the final report,

explores in more detail techniques of regulating subdivision of lands in flood

hazard areas (Part V) and regulating coastal flood hazard areas (Part VI).

It builds, with only minor repetition, upon the earlier report and contains

additional draft statutes and ordinances dealing specifically with subdivision

regulation and coastal flood hazard areas.
