He pointed out that if Rio <br /> <br />Blanco proceeds with the Yellow Creek Dam and Reservoir, north of the tract, <br /> <br />it would be built in stages and its full development to a capacity of 428,000 <br /> <br />acre feet may facilitate cooperative water supply systems with federal, state <br /> <br />or municipal entities, as well as other industrial developers. He said that <br /> <br />discussions have been held with Colorado State Wildlife officials regarding <br /> <br />potential trades for land and water rights held by the state within the <br /> <br />reservoir area. <br /> <br />Witaschek said Rio Blanco is contemplating the acquisition of already <br /> <br />existing conditional water rights now held for diversions from the head waters <br /> <br />of the White River. He noted that a conversion of such rights to a point near <br /> <br />Yellow Creek would help answer some of the current questions relating to wilderness <br /> <br />boundaries. <br /> <br />In regard to underground water, Witaschek said the quantity available <br /> <br />is still unknown from the aquifers below the tract.
