-"

.

-4-

land use, ground cover and reclamation, wildlife, aesthetic and recreational

Concerns.

He said some of Rio Blanco's needs could already be described in a

general way. He pointed out the likely need for roads from the tract to both

Range1y and Meeker ,;here employees may live. He said an initial plant of

50,000 barrels per day capacity probably could be taken care of by about a 10-inch

diameter product pipeline to existing oil pipelines at Range1y. Future expansion

to larger operations would require a new pipeline of larger diameter to the

northeast to eventually join with the major diameter pipeline systems at

Sterling, Colorado.

He noted that another corridor might be required to the north for

access to power and water, He said Rio Blanco is currently working with the

Moon Lake Electric Association for power needs. Also, he said a corridor would

be needed southeast from Tract C-a toward Tract Cob to connect with the Meeker-

Rifle highway at Rio Blanco, Colorado. He added that this corridor would include

a back-up power connection to other sources of power, access to an alternate

water source, possibly an oil pipeline from Tract Cob, and a major road to

connect with Interstate 70 and the railroad. Berry also said a corridor may

be needed to dispose of overburden and spent shale, perhaps in a northeasterly

direction.

Berry also said he agrees with Dr. Andrew Decora of the U. S.

Department of the Interior that the ratio of useful energy produced from oil

shale compared to the useful energy supplied from exterior sources is 10 to 1.

That is, fOT each BTitish thermal unit of energy consumed, as represented by

energy required to make electricity, steel and blasting powder, 10 Btu's will be

produced in the very usable form of synthetic crude oil.

O~21
