Any additional years of surplus will <br />be evaluated in the future with then existing reservoir conditions. Future reservoir conditions <br />will already reflect the effect of any historic surplus detenninations. If formally adopted <br />surplus criteria are still lacking a comparison will annually be made to project forward the <br />effects of with and without surplus determinations. To the extent that the source of the <br />surplused water is water that would not otherwise be available to meet shortages, the Secretary <br />may detennine that mainstream water, in quantities greater than normal, is available for either <br />pumping or release from Lake Mead to satisf'y consumptive use in excess of7.5 MAP. <br />
