These Western States are <br /> <br />home for 31 percent of our Nation's people. They provide food and fiber for even <br /> <br />a large~ part of the United States and the world. It is our privilege and duty as <br /> <br />Westerners to speak out and put the facts right. <br /> <br />There is a fast growing interest and e great need for more and better water <br /> <br />conservation and use in all parts of the country. Supplemental irrigation is <br /> <br />greatly increasing the crop yield in areas formerly considered to have adequate <br /> <br />water from rainfall. The experience of the Bureau of Reclamation and of all of <br /> <br />you could very well be of great benefit to areas outside the 17 Western States. <br /> <br />You could see that those areas are aware of what has been done in the West. <br /> <br />You can put conservation in its proper perspeotive as meaning the wise <br /> <br />development and use of our natural resources and not the shelving of the very <br /> <br />things which are necessary for economic stability and progress. <br /> <br />These are positive measures which will put Reclamation well along toward the <br /> <br />goal of maximum benefioial conservation and use of our water resources.
