<br />~ OO~~~~ t <br />J 1...1....' . <br />Another prime factor ~n getting a project unde~lay is e acceptanc~ of local <br /> <br />responsibility for the repayment of reimbursahle costs. A keystone of the Federal <br /> <br />reclamation program and the bipartisan support it has enjoyed, through more than 50 <br /> <br />years of operation, is the fact that all costs, except those determ:ned by national <br /> <br /> <br />policy to be nonreimbursable, are repaic'. into the treasury. <br /> <br />Local irrigation districts and other sponsoring groups can clearly evidence <br /> <br />their good ~aith in accepting financial responsibility by negotiating repayment or <br /> <br />water use contracts and other arr~ngements as promptly as possible. <br /> <br /> <br />In connection with repayment of project costs, it is highly significant to note <br /> <br /> <br />that this Administration and the Congreas have endorsed the principal of repayment <br /> <br />from power revenue of irrigation costs which ere beyond the ability of the water <br /> <br />users to repay. <br /> <br />President Eisenhower sent to Congress his personal endorsement of the five-State <br /> <br />Colorado River Storage project which calls for the pooling of power revenue from <br /> <br />storage dams to assist in the cost of development of irrigation facilities. A simi- <br /> <br />lar project carrying Administration endorsement was the Frying-Pan .\rkansas, whiCh <br /> <br />is completely within Colorado, <br /> <br />Reported favorably by the Administration and passed by Congress was a measure <br /> <br />authorizing the development of irrigated lands downstream from the Chief Joseph Dam. <br /> <br />now under construction by the Army Corps of Engineers on the Columbia River in cen- <br /> <br />tral Washington State. This project will be aided by power revenue derived from <br /> <br />Chief Joseph Dam. A similar ~ill e:1do::sed by tl:1e Adrubistration authorizes the con- <br /> <br />,truction of the }uchaud Flats Project, which would use power revenues from the <br /> <br />QPstream Palisades Dam to aid in the development of ir~igated lands near F.merican <br /> <br />Falls) Idaho. Palieades Dam is now under construction by the Bureau of Reclamation. <br /> <br />5 <br />
