The Government <br /> <br />should operate the Grass Valley Canal and the reservoir or <br /> <br />reservoirs until such ,'-orks are paid out. AnImal payments <br /> <br />'f:ould be reyuired in amounts sufficient to meet Government outlay <br /> <br />on operation together with the annual installment for repayment <br /> <br />of construction charges required to be repaid. <br /> <br />A conservancy district as authorized by the Colorado Conservancy <br /> <br />Act of 1937 appears best adapted to the Rifle Gap Plan and inclusion <br /> <br />of the Rifle Valley lands and the to~ns of Silt and Rifle is <br /> <br />recommended with that plan, if adopted. Total assessed valuation <br /> <br />of such a district would be approximately ~l,500,OOO, of Which <br /> <br />~550,OOO represents valuation in Rifle and ~77,000 valuation in <br /> <br />Silt. The usual one mill levy on the entire district would <br /> <br />yield $1,500 per year or 25 cents per acre for the 6,000 acres <br /> <br />74 <br />
