I') ,.'.J C..'1 SAN JUAN RNER BASIN RECOVERY IMPLEMENT A TION PROGRAM HYRDOLOGY COMMITTEE ~ POLICY STATEMENT CONCERNING RNER WARE MODEL MODIFICA nONS Draft, November 1,2000 Version One of the purposes of the Hydrology Committee is: "Review and comment on the SJRlP Hydrology Model, including proyiding recommendations for model improyements and input data updates, Reyiew and suggest changes or revisions to the model documentation maintained by USBR to ensure that all assumptions and model operating procedures are fulIy documented ......J. and up to date," The Hydrology Committee will establish a "current" yersion of the modeL~ I. ~~ Modification to any of the components of the "current" version must be approved by vote of the t Hydrology Committee prior to use of the modifications in any actiyity of the SJRBRIP, The model being used by the San Juan Riyer Basin Recoyery Implementation Program (SJRBRIP) is described in the Hydrology Committee's "Policy Statement Concerning Model Software". In order to select an initial "current" yersion, not because the members of the Hydrology Committee agree with the input data and the results, the May, 2000 yersion of the SJRBRIP Model used in the Animas-LaPlata Project Enyironmental Impact Statement will be the initial "current" yersion, The "current" yersion of the Model consists of the following components: (I) the RiveIWare generic modeling tool deyeloped by CADSWES of Boulder is the platform software; (2) a large and extensiye Model File that consists of all of the input data used by RiyeIWare; (3) a Rule File that tells RiyeIWare how to operate the basin; and (4) a post processor to conyert monthly output from RiveIWare to psuedo daily yalues, (Please note: The ALP version was suggested because it was agreed at the July 31/August I Hydrology Committee meeting that this yersion would be documented, Another position is that the initial "current" yersion should be the Navajo Re-Operation EIS yersion because it is more current Another option is to wait to haye a "current" yersion until the model oyerhaul is completed, The Committee needs to discuss which yersion is "current and will be documented in light of this proposed policy statement) Model Disclaimer While eyery effort will be made to incorporate the best data and modeling ayailable into the SJRIP modeling effort, use of the hydrologic model in the work of the Hydrology Committee and the SJRIP does not necessarily constitute agreement or approyal by indiyidual Program participants with the Model data, methodologies or assumptions, The model date, methodologies and assumptions do not under any circumstances constitute evidence of actual water use, water rights or water ayailability under compact apportionment's and should not be construed as binding on any party, Furthermore, use of the model, model data, methodologies and assumptions does not change the responsibilities of the respectiye states to maintain records of water rights and water use, Official records of water rights and water use are maintained by the States agencies statutorily charged with that responsibility, AfI~L 1'./ ~'k- S-krl /JL f"' ~~(.s cc.-#"''''/ #""""'~/'"
