<br />CRAPrER II <br /> <br />BASES FOR ANALYSES <br /> <br />o <br /> <br />~ <br />'- <br /> <br />~ <br />~ <br /> <br />Annual equivalent costs considered for comparison with the benefits include <br />construction costs, annual operation, maintenance, and replacement costs, <br />and interest during construction on construction costs. The annual equiv- <br />alent value of the construction costs and interest during construction was <br />determined by amortization of these costs over a lOO-year periOd at 5t per- <br />cent. Also included in the analysis of annual equivalent costs was a share <br />of the costs of the main stem regulatory reservoirs of the Colorado River <br />Storage Project since such regulation was a prerequisite to fUrther devel- <br />opment in the Upper Colorado River Basin. This cost was based on a rate <br />of $2 for each acre-foot of annual stream depletion caused by development. <br /> <br />Cooperating Agencies <br /> <br />As previously discussed, data on the investigations have been con- <br />tributed by the Environmental Protection Agency and Forest Service, and <br />letters summarizing the data are attached to this report. In addition, <br />reports have been prepared by the Bureau of Land Management, Bureau of <br />Mines, and Public Health Service and these also are attached to this <br />report. <br /> <br />17 <br />
