Although the need for a port facility and associated shipping has not been established, preliminary discussions with Crowley Martime Co., of San Francisco, California, indicate that Crowley would consider joining Grace in that portion of the venture, as conditions dictate. It is the intent of Reclamation and Grace to identify potential coal users and suppliers by the end of Calendar Year 1982, in order that necessary studies can be started. . Grace recently received notice that an open consortium is preparing a proposal covering planning, design, and construction for the project. To provide a vehicle for Grace to participate in the joint venture, a wholly owned subsidiary, Aquatrain, Inc. ,has been incorporated under the laws of the State of Delaware. Aquatrain, Inc., is assigning Mr. Ira E. McKeever, Mr. Cass C. Legal, and Ms. Elizabeth Sturges-Murray to Reclamation's Saline Water Transport and Use Office. Anticipated Schedules Under current schedules, which assume availability of needed authority and funding, the Saline Water Transport and Use Office will be staffed by about 12 Federal and industry participants by the end of Calendar Year 1982. Corridor and plan formulation alternatives should be identified by Spring 1983 with award of contracts for environmental studies expected in late Summer 1983. Technology development and financial/economic studies will proceed concurrently with the environmental studies. All necessary proof of concept studies are expected to be completed by mid year 1985 with construction completion possible in 1987. Schedules will be adjusted to meet identified needs. it 3
