". t <br /> <br />.-j <br />c' <br />( ~ <br />-,- <br /> <br />. <br /> <br />. <br /> <br />^ <br /> <br />in late October and (3) Utah Governor, Scott Matheson, through the Western <br />Governors Conference continues to pursue opportunities for coal export from <br />the Intermountain West. <br /> <br />Although the need for a port facility and associated shipping has not been <br />established, preliminary discussions with Crowley Martime Co., of San Francisco, <br />California, indicate that Crowley would consider joining Grace in that <br />portion of the venture, as conditions dictate. <br /> <br />It is the intent of Reclamation and Grace to identify potential coal users and <br />suppliers by the end of Calendar Year 1982, in order that necessary studies <br />can be started. . <br /> <br />Grace recently received notice that an open consortium is preparing a proposal <br />covering planning, design, and construction for the project. <br /> <br />To provide a vehicle for Grace to participate in the joint venture, a wholly <br />owned subsidiary, Aquatrain, Inc. ,has been incorporated under the laws of <br />the State of Delaware. Aquatrain, Inc., is assigning Mr. Ira E. McKeever, <br />Mr. Cass C. Legal, and Ms. Elizabeth Sturges-Murray to Reclamation's Saline <br />Water Transport and Use Office. <br /> <br />Anticipated Schedules <br /> <br />Under current schedules, which assume availability of needed authority and <br />funding, the Saline Water Transport and Use Office will be staffed by about <br />12 Federal and industry participants by the end of Calendar Year 1982. <br />Corridor and plan formulation alternatives should be identified by Spring 1983 <br />with award of contracts for environmental studies expected in late Summer 1983. <br /> <br />Technology development and financial/economic studies will proceed concurrently <br />with the environmental studies. All necessary proof of concept studies are <br />expected to be completed by mid year 1985 with construction completion possible <br />in 1987.
