Finally, land use patterns and growth forecasts must be examined on <br />both sides of the Divide as an aid in estimating realistic future water demands. On the West <br />Slope, the Counties will create a Basin Management Plan as a final product to ensure responsible <br />planning and to identify water supply solutions for the West Slope. <br /> <br />Water quality threats are often exacerbated by depleted flows. Water quality threats include <br />abandoned mine sites, increased cost of wastewater treatment, and non-point source runoff from <br />growth related roads and development. The study will examine the relationship between water <br />quality and water treatment costs, aesthetics, and fish habitat. <br /> <br />Management: Management will be provided in several ways. First, the Water Quality & <br />Quantity Committee will coordinate the project on a daily level, raise funds for the study, keep <br />the records, act as the public relations contact for the media, and act as a clearinghouse for public <br />information related to the project. Second, a Management Committee wi!! be formed, consisting <br />of sponsors who have contributed either financially or in-kind to the basin study. This committee <br />will provide technical input, technical review, agency coordination, and make strategic decisions <br />about the study. Finally, an Advisory group will include State and Federal agencies, public <br />citizens, environmental and recreational groups, water users in the basin, the local ranching <br />community, water and sanitation districts, and toWns in the bitsin. This group will provide input <br />and expertise on particular issues of interest to them. <br /> <br />Funding: The financial sponsors, Summit and Grand Counties, the Colorado River Water <br />Conservation District, and the Middle Park Water Conservancy District, Denver Water, Northern <br />Colorado Water Conservancy District, and QQ, have committed a total of $115,000 thus far. In <br />addition, Department of Local Affairs awarded $50,000 from the Smart Growth Regional <br />Partnership grant.
