<br />. <br /> <br />. <br /> <br />Paqe <br /> <br />eonrnents <br /> <br />5 The comment on this page that changes to operations to protect or <br />benefit downstream resource miqht have negative consequences for other <br />eRSP functions, should be chanoed to indicate that changes would most <br />definitely have negative consequences to hiqher priority functions of <br />CRSP, that is , water delivery and power generation. <br /> <br />6 Western questions the wording "protecting downstream resources II as used <br />in outcome 1. As it is known that trout fishing and rafting benefited <br />greatly from the Glen Canyon Dam and present operations, and it is <br />admitted that these resources are of extremely high quality (see page <br />19), it is extremely doubtful that they need "protection" from the <br />conditions that provided them. . <br /> <br />8 Western suggests including statistics on the number, type, percent of <br />power supply of firm power customers/consumers. Western's customers <br />should be given equal consideration with the anglers. <br /> <br />The first sentence is unsupported by any facts or figures, and is <br />therefore conjecture. Support the statement or delete it. The last <br />sentence in the first paragraph is similarly unsupported; how many <br />more? The sentence at the top of page 9 gives the source for the <br />statement--more of this should be done to enhance the credibility of <br />the report. <br /> <br />g 1st line Re: Annual gross power revenues, $80 million. This figure <br />should be qualified to reflect the period considered. Is this an <br />average revenue estimate for a specific period? Also, the gross power <br />revenues from the post-filling period have been significantly greater. <br />This should be noted if proper comparison is to be made. <br /> <br />. 3rd and 4th paragraph. The reference to "pub1 ic concern" in the text <br />only considers the river-users, fisherman, and environmental groups. <br />These segments of the public have been perhaps the most vocal, to <br />date. However, a significant segment of the pUblic have not been <br />heard--the wholesale customers and retail power user, as well as the <br />water interests. It is appropriate to mention that fact to provide a <br />more proper perspective of the "public concern". <br /> <br />1st paragraph. General note: This operation is consistent wI the <br />large reservoir behind G1en Canyon Dam which stores ____ years of <br />annual flows and the objective of maximizing the value of this precious <br />renewable resource. <br /> <br />General note: As referenced elsewhere in the report, early plans for <br />an afterbay dam to accommodate the peaking operation at Glen Canyon and <br />moderate downstream flows were discarded by USBR. <br /> <br />10 3rd paragraph. 2nd sentence. What is the rarity of higher releases? <br /> <br />Last paragraph. 1st sentence. General note: Flood releases were more <br />common because of (1) high flows and (Z) USBR was unwilling to operate <br />under a pre-release program because of the Upper eolorado River eommission. <br /> <br />3 <br />
