In its present format, the study <br />struggles to identify "impacts" attributed to the very conditions that formed <br />the resources in the first place. Western feels the approach described above, <br />essentially a straightforward optimization plan, would greatly reduce the <br />confusion introduced by the idealized baseline and relationship of the dam to <br />the recreation resources. <br /> <br />For similar reasons, the term "impact" as used in the study is inapprop- <br />riate. "Impact" is a term loaded with NEPA meaning--it is nearly impossible <br />to use the word disassociated from these NEPA connotations. Because of the <br />relationship of Glen Canyon Dam and its operations to the resources in <br />question, "impact" cannot properly be used to describe any effects present <br />operations would have on an idealized optimal recreation resource. The <br />approach advocated by Western would resolve this problem by the change in <br />perspective. <br /> <br />A major objective of the GCES is to quantify the existing baseline conditions <br />and to identify parameters that could be potentially modified to enhance the <br />recreation resources. It it Western's understanding that the GCES were <br />intended to provide enough information to the Secretary of the Interior so <br />that he could make a decision whether or not the possibility of modifying <br />present Glen Canyon operations for recreation and environmental preservation <br />should be pursued. The benefits that could be derived from a change in <br />operations have not been sufficiently quantified in the draft report to <br />adequately serve this purpose. <br /> <br />Specific remarks on the text of the draft integration report are enclosed. <br /> <br />We appreciate the opportunity to consider this preview copy and to provide <br />these. comments.
