Without that analysis the report cannot be evaluated in <br />a meaningful way. Further, the report was completed during a period of record <br />setting flood flows and fails to take into consideration new approaches to <br />river operation that reduce adverse impacts on the environmental features <br />below Glen Canyon Dam. <br /> <br />The Secretary of Interior should not propose any Changes in the <br />operation of Glen Canyon Dam based on this report, but should continue to work <br />with the eo1orado River Basin States in the development of a jointly <br />acceptable plan to all those involved in the operation of the river.
