002785

PART B - BUSINESS MEETING

MINUTES OF THE 78-2 MEETING
PACIFIC SOUTHWEST INTER-AGENCY COMMITTEE
SAN DIEGO, CALIFORNIA

...

1. Call to Order

The business meeting was called to order by the Chairman Colonel
William E, Vandenberg at 8:30 a.m., 17 August 1978, in the Tower Room
of the Master Hosts Inn, San Diego, California.

Colonel Vandenberg introduced Mr. Robert W. Miller, Chief, Inter-
state Planning Branch, Division of Planning, California Department of
Water Resources, representing the host state.

Mr. Miller welcomed the group to California and said that it had
been planned that Mr. Donald Owen, Chief of the Division of Planning,
would have been there to welcome the participants, but in the interest
of efficiency and austerity he was flying down that morning and would'
be there a little later. He noted that Mr. Don Owen had succeeded
Mr. Herb Greydanus., who was well known by many of the members, as Chief
of the Division of Planning. Mr. Miller then introduced Mrs. Carol
Becker of the Department, noting that she had been a great help in the
conference arrangements and that she would be taking minutes of the
meeting. In closing, Mr. Miller commented that in regard of Proposition
13 and necessary belt tightening in California with respect..to programs,
the Department was pleased to host the meeting and hoped the'partici-
pants would enjoy California, San Diego, and the meeting itself.

Self-introductions were made by members, alternates, participants,
and guests.

,

2. Approval of Minutes

The Chairman entertained a motion that the minutes of the 78-1
meeting be approved as distributed. It was so moved and seconded and
approved by a voice vote.

3.

Report on Water Resources Council Activities

"

A letter was received from Dr. Leo Eisel, Director, United States
Water Resources Council, expressing appreciation for the invitation to
participate in the scheduled meeting but unfortunately they would not
be able to attend, They were heavily committed in preparing to implement
the President's Water Policy Initiatives., and simply could not spare the
manpower. However, they would make every effort to attend the next meeting.

B-1
