~ .

~:I

~

-'1

less generation occurred during the November through April period. The total energy
generated would only be different as a result of different generation unit efficiencies with
the different flow rates and hydraulic heads. The seasonal change in the releases does not
impact revenues, as Ruedi Water and Power Authority markets the energy at retail rates,
which do not vary by season.

Recre::ltion

Reservoir lands and water surface are managed by the Forest Service for recreation
purposes, including overnight camping and day-use areas for swimming, water skiing,
picnicking, and boating for the general public. The Forest Service has constructed and
maintains four developed campgrounds, one day-use area, and the Ruedi Marina. The
Mollie B, Little Maud, and Little Hattie Campgrounds are located next to the marina and
contain 68 campsites, toilet facilities, picnic tables, and a sanitary dump station. The
Ruedi Marina has a five-lane, concrete boat ramp and an asphalt-paved parking lot,
which will accommodate approximately 75-100 cars with trailers. Also, a floating dock
facility is available. The Dearhamer Campground, located at the east end of the
Reservoir is less developed and contains 14 campsites, a graveled single-lane boat ramp,
pit toilets, and picnic tables. The Freeman Mesa area is a day-use picnic area. This site
has a beach area, a graded gravel road, pit toilet, picnic tables, and a gravel parking lot
that can accommodate 35 cars. The Aspen Yacht Club Is a privately owned facility on
the Reservoir's north shore and operates under a special use permit from the Forest
Service. The Aspen Yacht Club consists of a small boat house, a single-lane concrete
boat ramp, and a floating boat dock. The toe of the Ruedi Marina boat ramp is at an
elevation of about 7,704.0 feet (51,800 AF) but the Aspen Yacht Club and Dearhamer
boat ramps are unusable at an approximate elevation of 7,747.5 feet (85,000 AF).

'ApproXim:ateIi 80 percent-of the "isltors. at the ReserVoir eampiroWids Me Colmido - . .
residents and 20 percent are from other states. Camping, boating, and fishing are the
most popular activities on the Reservoir. Over 75 percent of all recreation use occurs
during the July 1 through Labor Day period.

Reservoir water levels at or above elevation 7,747.5 feet (85,000 AF) provide adequate
surface area for boating activities and all boat ramps are usable. This level was
maintained during the primary recreation season but levels did fall below this level in
mid-October. The gravel boat ramp at the Dearhamer Campground and the boat ramp at
the Aspen Yacht Club were unusable after mid-October. However, all other recreation
facilities were usable throughout the water release period.

Recreation activities associated with Fryingpan River downstream of the Reservoir were
not effected by the release of the additional 10,443 AF of water for the endangered fish.
The higher flows in the Fryingpan River, provided the flows are maintained at 250 CFS
or less, enhance the fishery and do not significantly effect wadeability of the River

3
