<br />00.0187 <br /> <br />2 <br /> <br />(4) The Federal program and agency under which assistance will <br />be sought. <br /> <br />(5) The estimated date by which time the applicant expects to <br />formally file an application. <br /> <br />b. Such notifications should be sent at the earliest feasible time <br />in order to assure maximum time for effective coordination and so as not <br />to delay the timely submission of the application, when completed, to <br />the Federal agency. <br /> <br />3. Clearin~house functions. Clearinghouse functions include: <br /> <br />a. Reception and dissemination of project notifications to appropriate <br />State agencies in the case of the State clearinghouse and to appropriate <br />local governments and agencies in the case of regional or metropolitan <br />clearinghouses. <br /> <br />b. Coordination and liaison between applicants for Federal assistance <br />and State agencies or local governments and agencies in conferring or com- <br />menting upon projects for which Federal assistance is sought. <br /> <br />c. Liaison between Federal agencies contemplating Federal development <br />projects in any area and the appropriate agencies of State and local govern- <br />ment in that area. <br /> <br />d. Evaluation of the State, regional, or metropolitan significance of. <br />Federal or federally assisted projects. <br /> <br />4. Consultation and comment. <br /> <br />a. A State clearinghouse will have 30 days after receipt of a project <br />notification to inform appropriate State agencies and to arrange to confer <br />and consult with the applicant on the interest of the State, if any, in <br />the project. The State clearinghouse, in addition, will have the 30-day <br />period prior to the date on which the application is expected to be filed <br />to submit any comments of the State to accompany the application, where <br />the clearinghouse has notified the applicant of the intent of the State <br />to do so. <br /> <br />b. A regional or metropolitan clearinghouse will have 30 days after <br />receipt of a project notification to inform appropriate local governments <br />and other regional or subregional agencies in the area and to arrange to <br />confer and consult with the applicant on regional and local interest, if <br />any, in the project. In addition, the clearinghouse will have the 30-day <br />period prior to the date on which the application is expected to be filed <br />to submit any comments of its own or transmit the comments of any affected <br />local government or other regional or subregional agencies in the area, <br />where the clearinghouse has notified the applicant of its intent to do so. <br />In the case of an application made by a special purpose unit of government, <br />the metropolitan or regional clearinghouse will assure that the unit or <br /> <br />(No. A-95) <br />
