<br />000184 <br /> <br />2 <br /> <br />"By virtue of the authority vested in me by section 301 of <br />title 3 of the United States Code and section 401(a) of the <br />Intergovernmental Cooperation Act of 1968 (Public Law 90-577), <br />I hereby delegate to you the authority vested in the President <br />to establish the rules and regulations provided for in that <br />section governing the formulation, evaluation, and review of <br />Federal programs and projects having a significant impact on <br />area and community development, including programs providing <br />Federal assistance to the States and localities, to the end <br />that they shall most effectively serve these basic objectives. <br /> <br />"In addition, I expect the Bureau of the Budget to <br />generally coordinate the actions of the departments and <br />agencies in exercising the new authorizations provided by <br />the Intergovernmental Cooperation Act, with the objective <br />of consistent and uniform action by the Federal Government." <br /> <br />b. Title IV, section 403, of the Intergovernmental Cooperation Act <br />of 1968 provides that: <br /> <br />"The Bureau of the Budget, or such other agency as may be <br />designated by the President, shall prescribe such rules and <br />regulations as are deemed appropriate for the effective admin- <br />istration of this title." <br /> <br />c. Section 204(c) of the Demonstration Cities and Metropolitan <br />Development Act of 1966 which provides that: <br /> <br />"The Bureau of the Budget, or such other agency as may be <br />designated by the President, shall prescribe such rules and <br />regulations as are deemed appropriate for the effective admin- <br />istration of this section." <br /> <br />3. Coverage. The regulations promulgated by this Circular (Attachment <br />A) will have applicability to: <br /> <br />a. As specified under Part I, all projects (or significant changes <br />thereto) for which Federal assistance is being sought under programs <br />listed in Attachment D. Attachment D may be amended from time to time, <br />as appropriate, by the Bureau of the Budget. <br /> <br />b. Under Part II, all Federal programs providing assistance to State, <br />local, and regional projects and activities that are planned on a multi- <br />jurisdictional basis. <br /> <br />c. As specified under Part III, all grants-in-aid as defined in <br />Part IV, paragraph 6. <br /> <br />(No. A-95) <br />
