Programming of capital improvements and other major expenditures, <br />based on a determination of relative urgency, together with definitive <br />financing plans for such expenditures in the earlier years of the program. <br /> <br />d. Coordination of all related plans and activities of the State and <br />local governments and agencies concerned. <br /> <br />e. Preparation of regulatory and administrative measures in support <br />of the foregoing. <br /> <br />9. The term head of a Federal agency or head of a State agency includes <br />a duly designated delegate of such agency head. <br /> <br />10. Metropolitan area -- a standard metropolitan statistical area as <br />established by the Bureau of the Budget, subject, however, to such modifi- <br />cations and extensions as the Bureau of the Budget may determine to be <br />appropriate for the purposes of section 204 of the Demonstration Cities <br />and Metropolitan Development Act of 1966, and these Regulations. <br /> <br />11. Hospitals -- any public health center or general, tuberculosis, mental, <br />chronic disease, or other type of hospital and related facilities, such as <br />laboratories, outpatient departments, nurses' home and training facilities, <br />and central service facilities normally operated in connection with hos- <br />pitals, but does not include any hospital furnishing primarily domiciliary <br />care. <br /> <br />12. Areawide aaency -- an official State or metropolitan or regional agency <br />empowered under State or local laws or under an interstate compact or agree- <br />ment to perform comprehensive planning 1n an area; an organization of the <br />type referred to in section 70l(g) of the Housing Act of 1954; or such <br />other agency or instrumentality as may be designated by the Governor (or, <br />in the case of metropolitan areas crossing State lines, anyone or more of <br />such agencies or instrumentalities as may be designated by the Governors <br />of the States involved) to perform such planning. <br /> <br />13. P1annina and development clearinghouse or clearinghouse include: <br /> <br />a. An agency of the State Government designated by the Governor. <br /> <br />b. A nonmetropo1itan regional comprehensive planning agency (herein- <br />after referred to as "regional clearinghouse") designated by the Governor <br />(or Governors in the case of regions extending into more than one State). <br /> <br />c. A metropolitan areawide agency that has been recognized by the <br />Bureau of the Budget as an appropriate agency to perform review functions <br />under section 204 of the Demonstration Cities and Metropolitan Development <br />Act of 1966. <br /> <br />(No. A-95) <br />
