Finally, all <br />States expressed environmental concerns but without exception they felt <br />that environmental problems could be overcome. <br /> <br />..... <br />~ <br />(,.:1 <br />..-J. <br /> <br />Some States also made specific comments which are of interest: <br />California suggested that poorer quality drainage or waste water should <br />be used for power plant cooling and noted that the Pacific Ocean could <br />provide cooling water witn little environmental effect on receiving waters. <br />Idaho suggested that a common format developed by ICWP or WRC (such <br />as WRC's Principles and Standards) should be used for all comprehensive <br />planning. One State indicated concern that coal mining dust from one <br />State might induce weather modification in others. Minnesota suggested <br />that research be conducted on the possibility of using industrial waste heat. <br />Montana's official position was to export coal for use at load centers. <br />They also reported a 1974 law which specifically prohibits the export of <br />coal by the slurry method, <br /> <br />Atlanta: (Compiled and Summarized in Atlanta by Frank Alexander, Chief, <br />Water Resources Planning and Research, Tennessee Department of Conservation) <br /> <br />Most of the States mentioned the same two points. First, there is <br />not sufficient data available at this time ,to properly respond to the various <br />parts of the questions. Since many answers could probably be provided <br />when the ,State water plans are completed, the Title III program should <br />be extended and fully fundeo.. The second point was that the enactment of <br />new or revised State water legislation could resolve many problems, <br />specifically th lBe concerning water rights and the competitive uses of <br />water. In regard to specific sections of Question #3, the following view- <br />points were advanced, <br /> <br />On the question of water quality deficiencies and treatment, it was <br />suggested that impounded Federal funds for construction be released, and <br />that Federal assistance for abatement of acid mine drainage problems be <br />provided. <br /> <br />The issue of water rights associated with controlled reservoir <br />releases and the riparian doctrine should be addressed in multidisciplinary <br />studies and Level B planning should be expanded to include energy develop- <br />ment and conservation. One State suggested that Federal statutes should <br />be passed to provide for State approval of Federally financed power <br />production projects during planning phases and to provide for State approval <br />of operational procedures. <br /> <br />1 1 - <br /> <br />
