<br />7 <br /> <br /> <br />(';J <br />.~) <br />~... <br />~ <br />w <br />~ <br /> <br />COMPILA TION AND SUMMARY <br />OF STATE RESPONSES <br /> <br />Introduction <br /> <br />The organization of the meetings offered three principal <br />opportunities for State comments in addition to the submittal of written <br />statements. This first opportunity was through the "Summaries of the <br />Answers to the 'Discussion Questions'," the second through the <br />"Roundtable Discussion of the Summaries" which followed, and the <br />third in the delivery of Supplemental Statements. <br /> <br />Prior to the meetings the States submitted their responses to the <br />six questions to ICWP. The compilation and summarization was then <br />assigned to ICWP members. These members compiled the responses <br />and gave a presentation on the comments. <br /> <br />This section reports the main points of the several summaries <br />presented at the meetings. Two general points mentioned by many of <br />the States were that the questions were too broad, ano. sometimes not <br />sufficiently detaileo. to permit concise State answers, ano. there was not <br />sufficient time to obtain input from all the concerned State agencies; <br />The full text of each responding State's comments on which ICWP <br />members based their summaries plus s;"bsequent submissions can be <br />found in Attachment III. It should be kept in mind that these responses <br />reflect State views, not official positions. Each question is followed <br />first by the summary from the Denver meeting, then the Atlanta meeting. <br />
