<br />:; <br /> <br /> <br />.'.., .J r . <br />~4tV~,~ <br /> <br />. <br /> <br />INTRODUCTION <br /> <br />. <br /> <br />In accordance with the language of the authorizing legislation for <br />the I'!:'Yingpan-Arkansas project, the entire cost of the Ruedi Dam and <br />Reservoir is considered as a cost of that project even though the <br />reservoir will have capacity to serve future western slope developments. <br />This treatment of the cost was adopted in the legislation to avoid allo- <br />cations of Fryingpan-Arkansas project costs to "deferred uses." It was <br />brought out in congressional hearings, however, that at such time as <br />western slope uses of Ruedi Reservoir storage are proposed for author- <br />ization, the legislation would provide that the Fryingpan-Arkansas proj- <br />ect be relieved of an appropriate share of the reimbursable costs of <br />Ruedi Dam and Reservoir. Thus, the Fryingpan-Arkansas project will serve <br />as an underwriter for repayment of costs of capacity in Ruedi Reservoir <br />in excess of that required for replacement. but will not relieve future <br />Colorado River Basin projects of their customary economic and financial <br />responsibilities. <br /> <br />The amount of water that the Ruedi Reservoir could supply for future <br />downstream developments after meeting replacement needs is estimated in <br />the supplemental report previously mentioned. The average annual reser- <br />voir yield for future western slope developments is estimated at 70.000 <br />acre-feet for the 1911-57 period and at 62.000 acre-feet for the shorter <br />1929-48 period. Either of these yields would be sufficient for the <br />entire needs of both the Basalt and Bluestone projects under plans out- <br />lined in the reports which follow. Part of the water required for these <br />projects may be obtained from natural stream flows. but the amount is <br />presentlY unknown. ConsequentlY the amount of Ruedi Reservoir water <br />needed for the projects is likewise unknmm. Pending more detailed <br />studies of the distribution of Ruedi Reservoir water among future west- <br />ern slope projects the following distribution of reservoir costs was <br />assumed. <br /> <br />. <br /> <br />Annual <br />Interest operation <br />Construction during and <br />Pro.lect cost construction maintenance <br />Basalt $1.885.000 ---$96.700 $2.100 <br />Bluestone 990.200 50,800 1.200 <br />Other 425.500 21.900 400 <br />Total 3.300,700 169.400 1/3,700 <br />11 Includes the $2,300 shmm in the table on page 2 and the <br />increased reservoir operation and maintenance costs required <br />for the operation of the Basalt and Bluestone projects. <br /> <br />The Basalt and Bluestone projects appear to represent two favorable <br />potentialities for the use of Ruedi Reservoir water. Both are shown by <br />the following reconnaissance reports to have favorable benefit-cost <br />ratios. Their reimbursable costs could be fully repaid within 50-year <br />repayment periods provided the projects are authorized as participating <br />projects with the Colorado River Storage project. Both projects are <br />worthy of detailed feasibility studies which will be scheduled as funds <br />
